Is Israel taking it too easy on the residents of Gaza?

Correct me if I'm wrong but did the residents of Gaza elect a terrorist organization to govern their territory? The residents of Gaza obviously voted to support terrorizing innocent Israeli's. I, therefore, believe there are no innocents in Gaza, they are all fair game.
