I have a computer virus and can't seem to get rid of it.?

I have tried running House Call and several other virus programs and I can not get rid of this virus. It is a pop up window and it says "just in time debugging" It is not the program that you turn off through internet tools. It has effected the internet explorer and causes it to redirect as though someone has taken over my comp. Any ideas?
